A disagreement over how to handle parking overflow from rental properties will lead to a special meeting of the Duluth City Council at 5 p.m. Thursday.Councilor Todd Fedora earlier had successfully proposed an amendment to Duluth’s new rental ordinance, which is slated to take effect in mid-March. He proposed that landlords of existing rental properties who can’t meet the city’s requirements for off-street parking be allowed to seek relief from fines if they’re able to demonstrate they can’t reasonably comply.
