Comprehensive Plan Community Meetings
Community Visioning Exercise—Participate in an Image Preference Survey

Purpose:  To assist the City of Duluth in implementing the Comprehensive Plan with the development of a new Unified Development Code
In 2006, the Duluth City Council adopted a new Comprehensive Land Use Plan, the result of an intensive, community-based process to determine the long-term future of Duluth’s physical development. The new Unified Development Code will replace the City’s current 50-year old zoning ordinance and incorporate contemporary approaches to neighborhood revitalization, mixed uses and natural resource protection regulations.

The new Code will include the use of form-based codes for certain parts of the City. The form-based code areas include:
• Grand Avenue and Central Avenue area in West Duluth
• East Superior Street in Lakeside/Lester Park
• London Road from South 12th Avenue East to South 21st Avenue East
• Downtown/Canal Park/Central Hillside
• West Superior Street in Lincoln Park

Rather than allowing use to determine regulations‚Äîform-based codes address the relationship between building fa√ßades and the public realm, the form and mass of buildings in relation to one another, and the scale and types of streets and blocks. Form-based codes are drafted to achieve a community vision for an area. And that is the purpose of the image preference survey – to identify the community’s vision for these areas!
